The other side of the tunnel

Interview of the Editorial Board Veramente.org Alberto Sperotto. Let's clarify a few things that are systematically trying to confuse Bugiardello.

- How much does the tunnel now?

The tunnel will be built in project financing, then the funding will be borne by the concessionaire, which will recover its investment through toll revenues with the additional work and compensation works: 150 000 square meters for parking exchanger Saval (1300 places), a guest house, parking for 130 trucks in Verona north auditorium with an adjoining hotel and truck stop, fast food, roadside restaurants, gas stations ... - Who will pay the costs of that tunnel and in what way?
The tunnel will be paid by the citizens who use the tunnel and the various works of compensation. Who will leave the car in the parking lot and will pay one euro Saval hour (whereas a parking-lot should be free to promote the use and any revenues should be used to fund alternative transport to the car and not the tunnel) , who will use the foresteria e  le altre opere di compensazione (parliamo di una foresteria per i parenti dei degenti dell’ ospedale all’interno di un parcheggio scambiatore il cui ricavo finanzierà il traforo).
   -   Chi ha determinato i flussi di traffico sul traforo e sono pubblici questi dati?
Ad oggi gli unici dati ufficiali son quelli del promotore … come chiedere a un salumiere se il suo prosciutto è buono. Il Comune, comunque, ha commissionato a Sisplan nel luglio 2009 il nuovo piano generale del traffico urbano (PGTU) che dovrebbe essere stato consegnato – come da contratto –  nel febbraio 2010. Il piano dovrebbe anche giustificare il traforo e spiegare quali archi saranno decongestionati e quali peggioreranno, come varierà il tempo e velocità medie di spostamento per i cittadini di Verona. Dovrebbe spiegare se la congestione di Veronetta è data da traffico di attraversamento o interquartierale. Corsi continua a dire che i dati son confortanti, ma continua a tenere lo studio secretato.
La cosa probabile è che la congestione aumenterà a dismisura nelle arterie adiacenti ai caselli: via Fincato da una parte e  ponte del Saval, via Cristoforo Colombo e Corso Milano dall’ altra. L’incrocio di Corso Milano con via C. Colombo sarà drammaticamente congestionato.
Se il documento non è ancora pubblico vien da pensare che contenga informazioni che non è opportuno far conoscere prima dell’approvazione della variante urbanistica sul traforo.
E’ comunque molto curioso che la decisione di fare il traforo sia venuta molto prima di conoscere i risultati dello studio sui flussi del traffico.
   -     Cosa succederà  nel caso queste previsioni siano sbagliate per difetto?
In questo caso risulterà evidente a tutti che il passante nord non serve per decongestionare Veronetta but to connect two motorway exits: Verona Verona north east.

  -    La vendita di automobili è in calo da due anni e anche gli introiti delle autostrade (al netto degli aumenti). In che maniera questo  scenario influirà sui piani economici del traforo?

- What is your opinion on the transparency of administrative acts relating to the tunnel and the extent to which citizenship is actually informed about the 'process of those administrative steps?
